מרכז חיפה למחקרי מדיניות ואסטרגיה ימית פרסמה את הדו"ח השנתי שלה בינואר 2017 ובו תמצית ההתפתחויות העיקריות בשנת 2016 בזירה הימית בישראל. בפעם הראשונה, המרכז הקדיש פרק תמציתי בנושא מצב פיתוח שדות הגז של ישראל, "המתווה" וחלופות אחרות.

HMS released its annual report in January 2017 summarizing the key developments of 2016 in maritime strategic affairs and for the first time also included a chapter about the status of Israel's offshore natural gas field developments..

Adv. Orin Shefler contributed to the effort having written Chapter 12 outlining the status of Israel's offshore natural gas field developments.
